This came from reddestiny as well from another site, but instead of having to hunt for the link, here it is:
*Note that if you have your game installed somewhere other than your main computer a couple steps will be different.
In order to safely reset neighborhoods
1. Open My Documents/EA Games/The Sims 2 Ultimate Collection/Neighborhoods (folder path I have.)
2. After getting to Neighborhoods, you will want to delete the correct folder so keep in mind which folder is which in case you have a family you still want to play with as they are.
N001 = Pleasantview
N002 = Strangetown
N003 = Veronaville
G001 = Riverblossom Hills
F001 = Desiderata Valley
E001 = Belladonna Cove
So, got the right folder? You read right, delete it. Make sure to write down which folder you deleted so you can remember.
****To keep this window open look at My Computer or maybe it says just Computer, there will be a little arrow. Click that and it will open up without leaving where you are.
3. Click the arrow next to Local Disk (C:) (Remember if have more than one driver you may have to check more than one place).
4. Click the arrow next to Program Files (x86)
5. Now, if you have the digital copy you should find the Origin Games folder click the arrow next to that, if you already had everything, you may need to look for another EA Games folder, take a look around there to find the correct folder.
***Did you find the right folder? If you did, you should see The Sims 2 Ultimate Collection folder, so right click that and it will open the drop down menu, select Open In New Window so you don't have to go through clicking on all the little arrows.**
6.Now you should see the different folders named for the games, whether you have all the disks or the games it may or may not look the same about now whether you're in the right place or not.
Double Deluxe/Base/TSData/Res/User Data/ Neighborhoods
This is the folder path I have to get where you need to get.
7.Now you'll see the numbered files you originally found, this is the base game folder so the folders you see will be for Pleasentview, Strangetown, and Veronaville.
You'll need to left click on the folder you deleted (refer to the note you wrote) this will show the drop down menu, copy the folder.
8. In the folder mentioned in step 2, the one you should still have open, right click in the white space and paste the folder that is missing.
It will take time to copy the information, so don't worry if it's not instant just wait for it.
9. Start up the game and take a look around the town, anything you noticed that wasn't right should be back to normal.
To Safely Reset All Game Files
Did you wait too long, did the corruption go further than just the neighborhood? Not sure if you can uninstall and reinstall the game?
**This is a LAST RESORT, because if it doesn't work for you that means your game may be unfixable or there may be another problem and you may need tech support. If you know how to back up your files do so BEFORE you notice Corruption.**
1. Again, My Documents/EA Games
2. Delete The Sims 2 Ultimate Collection
3. Restart the game, the game should take longer to start up because it is re-creating files that you deleted.
Afterwards everything should be fine if that was all you needed, remember to empty your recycle bin because it will have the deleted and corrupted files and folders in it.
This has been spaced and marked to make it easier to read, I posted this first because it's so important and the other list you need may be a long post too.
